POSITION DESCRIPTION

BASIC FUNCTION

Under the general direction of the Director of Operations and assigned supervision of the Operational Supervisor, the Vector Control Specialist (VCS) performs inspections (surveillance) and control operations relative to vector control operations in an assigned area or areas of responsibility, may perform tasks of a specialized function or need and do related work as required within the auspices of a mosquito and vector control agency.

RELATIONSHIP

The VCS reports to Operations Supervisor.

CLASS CHARACTERISTICS

The VCS exercises considerable judgment in organizing and executing the details involved in daily vector control assignments.

The VCS may be given varying degrees of responsibility for providing advice and assistance to property owners in the abatement of mosquito sources and other vectors on their property.

The VCS is a Certified Mosquito Control Technician1/ responsible for scheduling inspections and operations to effectively cover his/her assigned area(s) of responsibility, exercising judgment in evaluating mosquito©\producing or vector causing conditions, selecting and using appropriate vector control measures, collecting and recording work©\related data, preparing work schedules for seasonal support staff, and working cooperatively with other staff in aspects of executing his/her daily work assignments.

This class works relatively independent and is accountable for vehicle safety, chemical mixture, equipment caliation, and parts inventory.

ESSENTIAL FUNCTIONS

Surveys assigned field area(s) of responsibility to elucidate mosquito eeding habitats (sources) and other vector habitats;

Inspects sources suspected of producing mosquitoes/vectors;

Samples and collects mosquito and vector specimens from sources;

Identifies mosquitoes/vectors and records sampling and data collection;

Completes service request reports associated with premises inspection activity;

Communicates with homeowners and residents, describing and explaining work activities and advising on means of preventing mosquitoes and other vectors;

Operates various types of vehicles, pesticide application, and mechanical equipment;

Collects and records data associated with daily field and shop activities;

Prepares and revises operational maps;

Assists in field training and scheduling work of seasonal support staff,

Maintains certification by attending technical and job©\related training sessions, seminars, and continuing education classes;

Works occasionally at specialized tasks or functions: i.e., assisting technical staff in data collection and pesticide efficacy in encephalitis virus surveillance;

Performs mathematical calculations and simple data entry;

Records daily work©\related activities on paper or a Microsoft Windows©\based PC system; and

Performs other tasks or functions not stated in this description, but within the scope of experience and capability; and

MINIMUM QUALIFICATIONS

Valid California driver’s license

Must be insurable with the District’s insurance carrier.

GED or High School diploma

Within 1 year of employment, must obtain Mosquito Control, Terrestrial Inverteate Vector

Control, and Verteate Vector Control Technician certificate. Certification must be maintained

throughout employment in this class.

PHYSICAL REQUIREMENTS

Medium Work ¨C Incumbent(s) in this class perform work which involves frequent lifting, pushing and/or pulling of objects approximately 50 or fewer pounds. Heavier lifting is an infrequent aspect of this class.

Mobility ¨C Incumbent(s) must be able to perform the essential functions the position with or without accommodation.

Other Conditions ¨C Incumbent(s) may be exposed and handle toxic and hazardous substances be available on call for evening and weekend emergencies, as assigned; travel within and out of the county; work, when necessary in inclement weather without effective protection from sun, cold, and rain; work in high risk neighborhoods with potential exposure to uncooperative persons and dog (animal) bites.

A medical doctor must certify that a candidate is physically able to perform the duties of the position and is free of illegal substances as determined by a drug screen. POSITION DESCRIPTION

BASIC FUNCTION

Under general direction and supervision of the Director of Community Affairs, and in collaboration with the operational and technical supervisory staff, the Public Information Officer (PIO) 1) identifies and utilizes appropriate methods for reaching the DistrictÂ’s varied constituents such as mass media, community leaders, public officials, service groups and homeowners; 2) represents the District in media and community relations appearances; and 3) coordinates and executes public information programs to raise awareness and education about vector control and vector‐related public health concerns.

RELATIONSHIP

The PIO reports directly to the Director of Community Affairs and works in collaboration with the Education Program Coordinators and other District personnel as required.

CLASS CHARACTERISTICS

The PIO is responsible for planning and/or scheduling special community and media events that profile and promote public awareness of the DistrictÂ’s mission, activities, and function; participates in outside organized events, such as fairs, exhibits, and attractions that profile and promote public awareness of the DistrictÂ’s mission, activities, and function; writes and publishes informative articles associated with District activities and events; creates and develops for public and District use multimedia forms of informational/educational materials relating to the DistrictÂ’s activities; creates and publishes a quarterly newsletter and serves as spokesperson for the District as assigned by the Director of Community Affairs.

The PIO applies knowledge of biological sciences and vector control, education, graphic arts and accepted journalistic practices; uses good judgment when choosing the appropriate language style in written and verbal communications developed for specific audiences; and possesses a strong working knowledge of word processors, graphic arts, computer graphics, video production, photography and desktop publishing tools and techniques.

ESSENTIAL FUNCTIONS

Under the direction of the Director of Community Affairs, prepares and distributes news releases, feature articles, and radio and television spot announcements to disseminate vector control and public health information and promote District services;

Develops and maintains current distribution lists for media contacts, city public information personnel, city department contacts, homeowners associations, health clinics, water districts, etc.;

Develops media kits;

Presents feature story ideas to media contacts and works with the Director of Public Affairs to coordinate resulting coverage and interviews;

District spokesperson as assigned;

Understands and applies professional standards and ethics when communicating with the mass media;

Composes and distributes newsletters promoting District activities and viewpoints to influential audiences;

Under the direction of the Director of Community Affairs creates instructional materials such as ochures, flyers, exhibits, interactive CD‐ROMS, video programs, and Power Point presentations;

Establishes and maintains working relationships with local and regional public agencies, liaries, and other community groups as necessary in order to coordinate and disseminate information;

Under the direction of the Director of Community Affairs coordinates and conducts orientation programs, presentations, workshops and continuing education sessions for District staff, staff of other agencies and community groups regarding pertinent vector control issues and vector services information;

Answers questions and complaints from public concerning vector control or District policies and sends literature and refers inquiries to appropriate sources;

Designs and conducts district‐wide surveys to evaluate effectiveness of public relations campaign and determine constituent satisfaction in District services.

Assists in maintaining and organizing photo and video liary for District staff functions;

Assists with photography, videography, and audio‐visual tasks as assigned;

Produces, scripts, tapes, and edits video programs about vector‐related subjects;

Prepares displays and equipment and coordinates staffing of exhibit booths at local fairs, ecological and entomological shows, and other events.

Assists in designing layout and illustrations for exhibits, poster, bulletin boards, displays, signboards, awards, certificates, logos, seals, etc.;

Assists in designing layout and illustrations for publications, newsletters, pamphlets, booklets, bulletins, reports, etc.;

Assists in consolidating, organizing, and requisitioning supplies and equipment;

Produces an annual Fact Sheet;

Works with Education Program Coordinators on developing new, interactive, technology‐based educational lessons;

Assists in maintaining information being featured or maintained on the DistrictÂ’s website;

Researches and remains informed about new technologies and tools for reaching and educating the public;

Assists the Director of Community Affairs in designing and implementing an annual public education campaign;

Assists the Director of Community Affairs in administrative tasks as they relate to the monthly Board of Trustees meetings and committee meetings, including keeping and preparing board minutes, compiling reports and exhibits for the board packet, writing correspondence related to action items as assigned by Director of Community Affairs and District Manager; and

Performs related work as assigned by Director of Community Affairs and District Manager.

MINIMUM QUALIFICATIONS

Bachelors degree from an accredited college with emphasis on communications, marketing, English, journalism, video or graphic arts, or biological sciences and at least two (2) years of satisfactory experience working in public relations, journalism, or for a public health agency, non‐profit organization, vector abatement agency or private pest control company.

Experience working and interacting with the public and community members, the media, members of private industry and governmental entities in a public education or public relations capacity.

Experience writing and/or designing public information materials such as ochures, flyers, and articles for public dissemination.

Experience speaking to the public, giving interviews to the media, and delivering presentations to a live audience.

Possession of a current valid California driver’s license will be required at the time of appointment and must be maintained throughout employment in this class. Must be insurable with the District’s insurance carrier.

Knowledge of:

Correct English usage, spelling, grammar and punctuation;

Principles of composition and report writing;

Principles and techniques of individual and mass communication, including public speaking and media interviews;
